Yes

The XL for instance is 42/42 with a 29" back.

The problem with going smaller is that the back decreases by 2" each time you go down a size.

so just something to add if anyone is interested. I just called a mate who has an adult S shirt and asked him to measure the waist of the shirt and he said it was 42in around, not 32. Maybe that explains why the adult S is so big and that would make the youth L a smaller shirt? I guess I'll go for a youth L and see what happens. Thanks to those who helped.
