Some interesting choices. I'd go with some of those ones too but perhaps change others. I think the geography works sometimes, but other times it is too difficult. Plenty of great rivalries aren't geography related, after all. USC-Notre Dame is a big one in college football, for example. And Cowboys versus the other NFC East teams, or even Bills-Dolphins.

I'd go for:

Steelers-Eagles
Texans-Cowboys
Jets-Giants
Ravens-Redskins
Dolphins-Bucs
Patriots-Seahawks (they're both in the top corners of the country, sort of works, plus Super Bowl history)
Bills-Packers (some similarities there - by a lake, tailgate tradition)
Browns-Lions - a poor man's OSU-Michigan
Bengals-Panthers - I like the big cat idea, solves two spare parts
Jags-Falcons - a poor man's Florida-Georgia
Colts-Bears - actually very close on a map
Chiefs-Vikings - battle of the midwest
Titans-Saints - some sort of music theme? Jazz versus country
Chargers-Rams

Then either:
Raiders-49ers
Broncos-Cardinals - a desert and mountain classic

Or:
Raiders-Cardinals - a new desert bowl
Broncos-49ers - some sort of western theme.... bucking broncos, gold rush, they can come up with a cool name I'm sure.
