Harwich Hog is right. NFL teams can pretty much sell tickets how they choose and are not obliged to hold any back for single sale.

There are actually a good number of NFL teams who only sell season tickets and have a long waiting list, though the Redskins waiting list is often quoted as the longest, though it's a bit subjective. So we're by no means alone and it's usually only the teams who struggle more to sell out who sell on a single game basis. I'm pretty sure every team if they could would just sell season tickets and be done with the bother long before season start.

What the NFL is good at though I think, I'm no expert, is allowing onward ticket sales by fans who hold season tickets but "can't attend certain games".
